Dear Sir/Madam,
 
CONGAD (Conseil des ONG d' Appui au Développement du Sénégal – Board of NGOs supporting development of Senegal) expresses its desire to be a member of the Steering Committee of the Civic Commission for Africa in order to bring its expertise and experiences in this inter continental movement.
 
Our position as consortium and as an essential component of Senegalese civil society invited our adhesion to the commission.
 
Having quality as an organization of type "A" of the commission, we notify you of our ultimate motivation to work in the Steering Committee.
 
This letter of intention engages our organization to assume its responsibilities in case of choice as a member of the Steering Committee of the Commission.
 
We hope to bring human, material and other different resources in order to achieve the objectives of the Commission.
 
We look forward to hearing from you soon.

“Letter of Intention”
Please include:
(1)     reason why your organisation is eligible to be part of Steering Committee;
(2)     what kind of contribution that your organisation can make for Civic Commission for Africa
(1) Reasons because of what our organization is eligible to be part of Steering Committee are related to:
 
1.1. our experience in the coordination of Western Africa’s Networks of civil society;
1.2. our experience in the management of international activities in connection with UNDP, World Bank, Ford Foundation etc.
1.3. the management of activities under regional (western Africa) of REPAOC, ALPI (USAID) etc.
1.4. availability of logistics (office and permanent stuff) in Dakar as well as capacity of rapid and specific intervention in African and European zone.
 
(2). Our contribution is in various forms.
 
2.1. Our experience in international and national advocacy with governmental services.
2.2. Our logistics is important in terms of consortium of more than 166 national and international NGOs. This type of consortium does not exist in any country of western Africa.
2.3. Our permanent stuff including:
2.3.1. six (06) permanent experts;
2.3.2. eight (08) permanent officials;
2.3.3. More than eleven (11) volunteers dispersed in all of the country.
2.4. Our strategic partners dispersed in the world:
2.4.1. Europe (Coordination SUD of France, CNCD of Belgium);
2.4.2. US (Inter Action);
2.4.3. Latin America (ABONG of Brazil);
2.4.4. Asia (India)

How much could your organisation allocate in order to fulfill responsibility to be part of Steering Committee?
*Please include how to spend it. (in USDollar)
Our contribution will vary according to tasks and responsibilities to be assumed and also according to geographical area to be covered.
Therefore, we can only give variable numbers as follows for reference;
 
1. rent for office: US$1000;
2. equipment of office: US$900;
3. consumable expense: US$120;
4. expense for inland transport (half part): US$800;
5. other internal cost.: US$780
TOTAL: US$3600 per year
 
An additional fund can be supplied according specific concrete needs.

Please share the view of your organisation on the report of Tony Blair’s Commission for Africa, “Our Common Interest”.

We participated in Dakar a workshop around the book of Tony Blair with his advisers. It was a workshop with Enda in 2005 at Novotel Hotel.
 
Our overall opinion is that the suggestions contained in the document are important to promote the development of certain countries. It is true that the report has some limits in front of the rules of globalisation, particularly within the framework of world trade governed by new rules, which is increasingly dependent on other factors and subjects.
 
The principles of good governance are highly appreciated by us as well as the mechanisms of financing.
 
As we accentuated in 2005 in Dakar, the report of Blair is a reference document.

Please list issues that your organisation would like to emphasize in order to reflect “voices” of your civil society effectively. *Please include reason why you listed those issues.
 
Our intervention will relate to recurring subjects but also to subjects which can emerge during the process.
 
It is important to suggest:
1. review of cooperation between Africa and Japan;
2. question of sectoral partnership;
3. financing for development (State-NGO, Partnership between public and private, and also between profit private and non profit private).
 
These problems are the current topics and define the bases of the cooperation and the advocacy carried out by the Members of the Commission.
