	(1) Christian Relief and Development Association (CRDA) is an indigenous, non-profit-making, umbrella organization of 283 NGOs, operating in Ethiopia. It constitutes two-third of the NGOs registered in the Country. CRDA has over 30 years of experience in poverty alleviation, program and fund management activities. CRDA is the oldest and largest umbrella organization of NGOs in Ethiopia that has been serving the Ethiopian people for the past 33 years. It is a recognized Civil Society representative in the Country by the Government and many donors. (2) - It will share its wealth of experience in fund management, partnership, advocacy, networking, etc. - It will create platform and bring together the Civil Society sector operating in Ethiopia. - It could serve as a working arm of C-CfA in information dissemination, in integrating C-CfA’s principles and procedures in the operation of CRDA members, etc.

	- citizen participation in the national development agenda:- we strongly believe that one of the core requirements for poverty alleviation is citizen empowerment through genuine participation. - Inclusiveness:- Ethiopia or Africa in general, is a multi-national country. Therefore, we believe that citizens regardless their sex, nationality, ethnicity, etc. should have equal rights to express their view on the development agenda of the country. - Transparency and accountability:- the national development process has to follow transparent and accountable procedure to ensure credibility and sustainability.

	Civil Society Campaign on MDGs( GCAP-Kenya) is a country based advocacy coalition global coalition the Global Call to Action against Poverty (GCAP); a massive global coalition from more than 100 countries made up of a diverse range of community groups, coalitions, trade Unions, individuals, Faith Groups and campaigners (www.whiteband.org). Since it was launched at the World Social Forum in January 2005 GCAP has mobilized more faith groups, women’s groups, trade unions, youth organizations, international NGOs, grassroots movements and numerous other civil society groups. Last year, GCAP-Kenya we partnered with churches, schools, social watch groups, the private sector and trade unions in a massive mobilization of over 102,000 Kenyans to raise awareness against poverty and the need for Governments to champion the realization of the Millennium Development Goals (MDG’s). Civil Society Campaign on MDGs- Kenya ( GCAP-Kenya) is also referred to as Jukwa la Kupinga Umaskini (directly translated as Platform to Fight Poverty) (ア) reason why your organisation is eligible to be part of Steering Committee; ① TICAD IV is coming to Nairobi we shall be centrally placed to provide liason and Logistics for the Steering Committee ② We are affliated to a global movement through which we shall be able to add value to TICAD processes ③ Nairobi hosts regional offices for several international NGOs including Action Aid International, Oxfam GB, and the UN Millennium Campaign all of which have advocacy related work programs. 	I have circulated an email to GCAP members and apparently I could not get a GCAP (as a coalition) position on the paper. Those who have read the report seem to believe that it received reasonable support when it came out. The problem is that things have not really moved since in terms of other EU countries supporting the UK's approach but also in terms of the UK government delivering on its own commitments. There is a view it is a bit outdated now given that a lot of policy discussions have been happening since.

	In our advocacy, we want to pressure governments to eradicate poverty, dramatically lessen inequality, and achieve or exceed the Millennium Development Goals. We demand: - Public accountability, just governance and the fulfilment of human rights - Trade justice - A major increase in the quantity and quality of aid and financing for development - Debt cancellation

	We participated in Dakar a workshop around the book of Tony Blair with his advisers. It was a workshop with Enda in 2005 at Novotel Hotel. Our overall opinion is that the suggestions contained in the document are important to promote the development of certain countries. It is true that the report has some limits in front of the rules of globalisation, particularly within the framework of world trade governed by new rules, which is increasingly dependent on other factors and subjects. The principles of good governance are highly appreciated by us as well as the mechanisms of financing. As we accentuated in 2005 in Dakar, the report of Blair is a reference document.

	Our intervention will relate to recurring subjects but also to subjects which can emerge during the process. It is important to suggest: 1. review of cooperation between Africa and Japan; 2. question of sectoral partnership; 3. financing for development (State-NGO, Partnership between public and private, and also between profit private and non profit private). These problems are the current topics and define the bases of the cooperation and the advocacy carried out by the Members of the Commission.

	Nous avons participé à Dakar sur une réflexion autour du livre de Tony BLAIR en rapport avec les conseillers de BLAIR. C’était un atelier avec Enda en 2005 à l’hôtel Novotel. Notre appréciation globale est que les propositions contenues dans le document sont importants pour booster le développement de certains pays. Il est vrai que le livre a des limites face aux règles de la mondialisation notamment dans le cadre du commerce mondial régi par de nouvelles règles de plus en plus dépendant d’autres facteurs et sujets. Les principes de bonne gouvernance sont hautement appréciés par nous ainsi que les mécanismes de financement. Le rapport Blair comme nous le soulignions en 2005 à Dakar est un document de référence.

	1 Reason why your organization is eligible to be part of Steering Committee; Social Watch Bénin a pour mission de faire de la veille sociale permanente autour de la gestion publique. Social Watch a engagé depuis 2005, en collaboration avec les populations des villes et campagnes, dans une dynamique de consultation et d’implication par le biais de divers programmes de développement, avec l’appui du Programme des Nations Unies pour le Développement (PNUD). Social Watch consulte les populations pour recueillir leurs préoccupations et leur profondes asprirations pour le développement du Bénin dans le cadre du Contrôle citoyen de l’ action publique. Dans le cadre de l’analyse des perceptions des différents rapports alternatifs élaborés dans le cadre du suivi des Objectifs du Millénaire pour le Développement (OMD) ou du processus d’élaboration du Document de Stratégies de Réduction et de Croissance de la Pauvreté (DSCRP), pour fustiger les carences de bonne gouvernance économique et politique (mal gouvernance et corruption) qui ont ruiné tous les efforts de relèvement socioéconomique et d’amélioration des conditions de braves populations. Les populations ont manifesté leur désarroi face à la déliquescence du respect des biens publics. Elles sont restées perplexes face aux chances de succès de la prise en compte de leur intérêt dans la politique nationale et dans les prises de décisions. Social Watch fait également des Plaidoyer des OSC auprès du FMI et de la Banque Mondiale : Pétition des membres du SWB en faveur de la lutte contre la pauvreté à l'endroit du FMI et de la BM Le réseau social watch anime également le collectif des fédération et Réseau d’ONG et membre de plusieurs plate forme sur la gouvernance et le suivi des budget et la planification axée sur les objectifs du Millénaires pour le développement en Afrique et travail dans une serie d’enquete en collaboration avec le réseau Social international sur la sécurité sociale. Nous avons actuellement un espace de mobilisation des organisations de la société civile et nous avons été identifié comme interlocuteur de plusieurs partenaires qui financent nos activités

	Deux reflexions importantes: A- Vison generale du developpement L'objectif du Développement Durable, élaboré au cours des années 1980, est "de répondre aux besoins du présent, sans compromettre la capacité pour les générations futures de satisfaire les leurs ". Il s'agit de viser "une double solidarité : horizontale, à l'égard des plus démunis du moment, et verticale, entre les générations ". Dans cette optique, on fait reposer le développement durable sur 4 piliers majeurs : le social l'économie l'environnement la démocratie participative Ces quatre piliers doivent être en interaction constante : Développement social et économique, Environnement et Citoyenneté doivent être considérés comme indissociables, à toutes les échelles de l'organisation des sociétés humaines et des milieux qui sont les leurs. Le Développement Durable est affaire locale, nationale, internationale ; il ne se réalisera que si l'on mène de front les combats et les solidarités : pour la gestion durable des ressources, pour la disparition des déséquilibres sociaux et économiques, pour la démocratie. Les facteurs sociaux du développement durable sont l'accès à l'éducation, l'habitat, l'alimentation, les soins… afin de : satisfaire les besoins essentiels des populations combattre l'exclusion sous toutes ses formes (sociale, professionnelle…) stabiliser la croissance démographique maîtriser la croissance urbaine et les flux migratoires. Sur le plan économique, le développement durable dépend en particulier : d'un développement économique respectueux des milieux naturels dont proviennent les ressources de base d'un changement profond dans les relations économiques internationales afin de promouvoir un commerce équitable de l'annulation de la dette des pays pauvres et d'une augmentation des investissements afin qu'ils ne soient plus contraints à opter pour des profits à court terme en contradiction avec leur développement durable et celui de la planète. Sur le plan environnemental, atteindre l'objectif d'un développement durable, c'est savoir respecter les principales conditions suivantes : l'utilisation, la gestion durables des ressources naturelles (air, eau, sol, vie) et des savoirs humains ; le maintien d'un certain nombre de grands équilibres naturels (climat, diversité biologique, océans, forêts…) ; l'économie des ressources non renouvelables (pétrole, gaz, charbon, minerais…). L'ensemble de ces conditions ne seront atteintes qu'avec la participation de chacun. Le Développement Durable exige la démocratie et la participation effective à cette démocratie (citoyenneté). B- Point de vue Les pays en voie de développement doivent prendre la mesure de leur responsabilité pour ne pas miser sur l’aide mais œuvrer pour une bonne gouvernance et la lutte contre la corruption. Cet exercice sera utile à travers des reformes des finances publique et la promotion de mécanisme de contrôle citoyen. Nous devons rechercher à impacter les OMD à travers des recherches des bonnes pratiques de suivi des budgets genéral de l’Etat. Enfin le 8^e OMD invite à un partenariat international pour atteindre les OMD Nous pensons que si ce partenariat est franc avec une volonté soutenue des hommes politique de nos pays, le combat pour le développement durable peut être gagné
	En conclusion c'est vrai que ce programme developpe des points positifs tels que l'education, l'eau et l'assainissement qui cadrent avec les atteintes des OMD Mais certains points comportent des impacts negatifs et le programme reste pour l'afrique à un niveau tres general.
	Les reserves que nous portons sont liés au fait que ce programme ne prend pas en compte la diversité culturelle des pays et reste tres focalisé sur les chiffrages.De bonnes intensions quand meme mais nous devons en etre plus convaincu si ce programme presente des effets et des impacts maitrisable dans la relecture des pays africains. Il faut donc communiquer autour de ce programme!!!

	The mission of Social Watch Benin is to maintain a social permanent surveillance of public administration. Since 2005, in collaboration with people of cities and countryside, Social Watch has engaged in consultation and activity by the means of various programmes of development, with the support of United Nations Development Programme (UNDP). Social Watch consults the people to collect their concerns and their deep aspirations for the development of Benin, within the framework of Citizen’s Control of public action. The analysis of perceptions of various alternative reports, which are elaborated at the stage of follow-up of Millennium Development Goals (MDGs) or of development process of Poverty Reduction Strategy Paper (PRSP), conducts people to criticize the deficiencies of good economic and political governance (bad governance and corruption), which ruined all the efforts of socio-economic raising and improvement of the conditions of brave population. The population expressed their distress with the decay of respect for public property. They remain perplexed at the chances of success such as recognition of their interest in the national policy and in decision-makings. Social Watch also conducts CSO’s advocacy beside IMF and World Bank: petitions of our members for the fight against poverty beside IMF and WB. At the same time, the Social Watch network animates firstly the collective of federations and the network of NGOs, work secondly as a member of several plate forms on the governance, the follow-up of budget and the follow-up of planning centred on the objectives of Millennium for the development in Africa, and work finally in different researches in collaboration with international social network on social security. We now have 150 members and a space for CSO’s mobilization. We were so identified as reliable and representative interlocutor by many partners who finance our activities and by many others such as Swiss cooperation which is already engaged.

	Two important considerations: A) General vision of development Objective of Sustainable Development, elaborated during 1980’, is "to meet the current needs, without compromising the capacity of future generations to satisfy theirs". It means to aim "a double solidarity: horizontal, with regard to most destitute moment, and vertical, between generations". Accordingly, sustainable development was revised on 4 major pillars: social, economy, environment and participative democracy. These four pillars must be in constant interaction. Socioeconomic Development, Environment and Citizenship must be regarded as indivisible on all scales of human societies’ organizations and their environment. The Sustainable Development is local, national and international question. It will be carried out only if the combat and the solidarity are conducted squarely: combat for sustainable management of resources, for disappearance of socioeconomic imbalances and for democracy. The social factors for sustainable development are the access to education, habitat, food, care... the access to satisfy the essential needs of people to fight exclusion in all its forms (social, professional...), to stabilize the demographic growth as well as to control the urban growth and migratory flows. From the economic point of view, sustainable development depends on economic development which conforms to natural environment, providing basic resources, on major change in international economic relations in order to promote fair trade, on cancellation of the debt of the poor countries, and finally, on increase in investments so that they are not constrained any more to choose short-term profits in contradiction with their sustainable development and that of planet. On the environmental level, to achieve the objective of sustainable development, it is important to respect the following principal conditions: use and sustainable management of natural resources (air, water, ground, life) and of the human knowledge, maintenance of several numbers of great natural balances (climate, biological diversity, oceans, forests...) and economy of non renewable resources (oil, gas, coal, ores...). The whole of these conditions will be reached only with the participation of each one. The Sustainable Development requires democracy and the effective participation in this democracy (citizenship). B) Point of view The developing countries must exercise the responsibility to not rely on the aide but to aim good governance and the fight against corruption. This effort will be useful through reform of public finance and promotion of mechanism of control by citizens. We must seek to impact the MDGs through research of good practices of follow-up of State’s general budget. Finally the 8th MDGs invites to an international partnership to reach the MDGs .We think that if this partnership is frank with a constant will of our country’s politicians, the combat for sustainable development will be gained. In conclusion, it is true that this programme develops positive points such as education, water and health care, which conform with the achievement of MDGs. But certain points comprise negative impacts and the program remains for Africa on very general level. The reserves which we carry are related to the fact that this programme does not considerate the cultural diversity of countries and remains so very focused on numbering. Certainly with good intensions but we must be more convinced if this programme presents controllable effects and impacts in rereading of African countries. It is thus necessary to communicate around this programme!!!

We actually received this Mandate at the world general assembly of Social Watch International 3. Campaigns for reinforcement of CSO’s capacity on MDGs and Strategies of growth and reduction of poverty: for actual appropriation. 4. Reinforcement of capacity of local communities, associations for development and NGOs on the budgetary follow-up of community and on lobbying; for the effective advocacy and professional denunciations. 5. Publications and editions of reviews; letters for connection and alternative reports of civil society - visibility and communication -

Establishment of Civic Commission for Africa

We are pleased to announce that Civic Commission for Africa has been established. There were 32 applications from 22 countries, and it was decided that 17 organizations from 17 countries participates in the commission as country-based commmission member organizations, and 4 organizations of 4 countries representing Women, PLWHA and Farmers (South-East Africa & North-West Africa) participates as actor-based organizations.

Selection Process for Steering Committee

Selection Process for Steering Committee of Civic Commission for Africa

A candidate organization for the Steering Committee (among Country-based
Commission Organisations) will submit application form to TCSF by no
later than April 21, 2007 .

All the application forms and additional information provided by the applicants will be shared with all the members of Civic Commission for Africa.  

The Country-based Commission Member Organisations will vote for one candidate (except its own) between April 23 to April 25, 2007.  (Votewill be free and secret.)

4 Candidates that gained most votes will constitute Steering Committee together with 3 Actor based organizations.

Steering Committee will declare its establishment by May 1, 2007.
